TOP VIGILENCE
Related to country: Benin

Wait and see.

During this meeting, I had the impression to have still grown of several years. Indeed, the mobilization made for the program is with the height of my waitings. Information, communications, exchanges interpersonal and abstract concerned by far and filled the desires of the ones and others. More concretely, I took share with the international mobilization around the great Declaration supported by the INM and it was an occasion to reinforce my aptitudes has to convince, mobilize and communicate on a planetary subject of interest. Crowning was the proclamation on August 12, 2008, day world of youth. It was an amazing honor for month to address to me to the whole world. Annals of the world history retain already what we did and aue we continue by making and that we will still make. It is the place to start by thanking the institutional partners who make possible these occasions for youth. (has to follow)

It does not occur practically more day when the press does not relay L? failure of the clandestine emigrants having made shipwreck with broad Spanish, Italian, American coasts or Persian Gulf. C? is per thousands that several candidates for L? are emigration ruent towards the doors of L? occident considered as L? Eden. The phenomenon took a worrying form these last years in Africa, where the youthful layer, wrongly or rightly, takes the dream of the European destination more and more as the ultimate goal of their life. For D? no, it is ambient misery better to be there to escape from the continent and for D? others, it is necessary to go there to support the great family. Do several models inspire indeed, the acts of these young people who put their life at danger to join the mirages D? eldorado. Co-operators come to Africa, on projects financed by their States, the images relayed by the international media on the life in occident, the elder ones having profited from the advantages D? one time, etc are as many sources D? inspiration. S? it is true that the majority of the African countries do not lay out D? a serious legislation to regulate the situation, it N? is less true than L? isn't socio-economic environment and the political management of the capacity, likely to support L? blooming D? initiatives having to create richness with the young people and to maintain them with the country.
Actually, the question of L? was immigration with C? ur several exchanges on a world level. Did the European countries, ground of predilection of the majority of the emigrants, re-examine and hardened the conditions D? access, but paradoxically, these provisions does not discourage anybody even less the clandestine ones. Beyond the political and economic stakes, it is urgent to dig more holding them and the outcomes of this phenomenon and to propose durable solutions. The drama and the disasters reported by the press must challenge all the actors of the life socio-policy of our nations so that the problem is discussed thoroughly for happy exits. If L? immigration N? is not an evil in oneself, it remains that the mobiles, the destination and the conditions D? does access make L? object of apprehended real concerns. For the young people, it is time to cease seeing happiness far from at home, because each one is able to forge its happiness at his place.

Jeunesse & TIC

Youth & ICT
Translated into English by: KOBA Marcellin

Youth & Employment

The economic crisis of the end of the Eighties in Africa and socio-economic series of reforms put in? uvre by various nations N? made that to degenerate the question of L? employment on the continent. Do the policies in their steps protest to put at C? ur of their concerns, L? employment to improve the capacity D? purchase of the populations. The first target touched by this dramatic situation is the youthful layer. With more than 40% of the working population, the young people leave each year the universities and other centers of vocational training, secured by diplomas but without a future. Does a thorough analysis of the question, reveal qu initially? it N? exist in a concrete way no statistical data which could facilitate the consequent planning and decisions. Worse still the received formations are seldom in coherence with realities of the market of L? employment and young people once in professional life N? have any reference mark. Beyond this report bitter, the L? demographic explosion of this millenium, economic changes, L? do which gallop or crawling inflation, represent in the second time, the risks which do not make qu? to worsen the question of L? access of the young people to L? employment. And due, the public sector already encumbered or under programs D? adjustment accomodates an employee against three with difficulty which goes to the retirement. In deprived, moroseness of L? economic environment of the countries and the conditions D? don't investment favour very L? emergence of L? company. For this fact, the chiefs D? are companies seen obliged to limit the hand D?? uvre or to take a personnel under qualified to reduce the loads. Cost young people having made several years D? are studies limited by opportunities D? engage. L? other pouring which would be an emergency exit, C? be-with-statement, L? car-employment by L? entrepreneuriat, sorrow to take off for lack of real measurements inciting and favorable to L? private initiative. The conjunction of all these challenges, constrained several young people to be satisfied with the under-employment where they are practically exploited against a pitance which could not cure their misery. For them, L? stake N? is not food but to survive and thus all the means are good. Face what J? call resignation of controlling their social responsibilities, current youth is invited to more determination, of realism and creativity.

Interview with a newspaper

“ONE SHOULD NOT REINVENT THE WHEEL, IF IT ALREADY EXISTS? ”

With the hearts quite born value N? the number of the years does not wait. Marcellin KOBA, 27 years Beninese young person S? a destiny of gagnor is forged, which L? brought very early to represent its country in various areas of the world where one speaks about the development and the TIC. This excellent speaker shares his experiments capitalized with Benign with his pars of the rest of the world through conferences, drilled and workshops organized during his many exits. Ambassador of the project the Great Declaration initiated by L? Institute of New World (INM) of Quebec, Marcellin KOBA agreed to answer some of our concerns. Here truths of this young quite singular leader in his kind.

L? ARCH: Can you present yourselves at our friends readers?

Marcellin KOBA: I am Marcellin KOBA, Administrateur of L? Social action and Cultural and Trainer in Data processing and TIC. I am currently Consultant trainer Junior in a Cabinet specialized in Management & Marketing and also ambassador for the Great Declaration with Benign which is an initiative of Québécoise youth under L? the aegis of L? Institute of New World (INM) of Quebec? Canada, aiming at mobilizing the young people of the world around the ideals of peace and citizen participation. Moreover, I am L? initiator and promoter D? a project called CYBERMOBILE which will be launched soon to the Benign one.

L? ARCH: Speak we a little your experiments?

MK: Thanks to my engagement in the social field and the TIC, J? had to develop many contacts in particular at the international level what m? allowed to represent inter alia, Beninese youth at the time of the 2nd World Sommet on the Company of L? Information (SMSI 2) held in Tunis in November 2005. This meeting launched the popularization of the national strategies on the TIC to be adopted by all the countries; to take into account the experiments of the young people in the achievement of these policies and L? operation “a PC for each African child”. To analyze L? contribution of the young people to the process of development of the countries by the means of the TIC, the World Forum of Geneva organized by L? UNO and L? International Telecommunication Union (UIT) on the topic “Youth and the TIC with the service of the development” held in September 2007, which mobilized nearly 500 young people of the whole world and for which J? represented the Benign one, was L? occasion D? to listen to the experiments of the young people in the fields of L? education, of health, L? use and of the governorship.

L? ARCH: Qu? did you divide with your pars in Geneva in the name of the Benign one?

MK: Initially, J? used our competences in the field of the TIC what made it possible to better make known the Benign one through work in workshop and plenary; and D? another share J? presented Project CYBERMOBILE at L? together participants. It S? D acts? an initiative which consists in installing on board D? a bus, computers, which will go from place in place for popularization, the sensitizing and the training of young people on the TIC in general and L? data processing in particular.

L? ARCH: This project existed already on the ground and had been controlled by a young compatriot. Which is the characteristic of your project?

MK: One will not reinvent the wheel, if it already exists. However, this project with this of different qu? it envisages (1) to make formation, (2) to ensure the perpetuation of L? initiative; (3) to create L? employment for youth; to quote only these points. I profit to request the mobilization and the support of the partners as well institutional, techniques as financial (the system of the United Nations, the Beninese government, local communities, etc)

L? ARCH: How do you share your experiments capitalized with Beninese youth?

MK: For the moment, I take part as voluntary and volunteer in training activities, of sensitizing in data processing and/or TIC; I direct meetings D? information, D? orientation and of choice of career for the pupils and the students, J? training in techniques of research D animates? employment and entrepreneuriat youth. I make also counselling for ONG of young people and I seized sometimes the occasions of large drilled to share my experiments.

L? ARCH: Qu? can Beninese youth await you in the days to come?

MK: C? is mainly the mobilization of all the Benineses to sign the Great Declaration on line on the site: www.inm.qc.ca. Moreover, I intend to launch D? here the 1st quarter 2008, Project CYBERMOBILE. Lastly, I remain available to inform them most largely possible on the advisabilities to seize in particular at the international level.

L? ARCH: Your word of end?

MK: I thank the Manager who m? its platform for m offers? to express; but especially for work qu? it cuts down to change our world into making move back the borders of L? ignorance and of under information. J? calls finally my young compatriots with more D? engagement and of dynamism around the noble causes in order to assert place qu? they deserve in the concert of the nations through realistic acts and initiatives.

L? access to L? employment of the students left our public universities is a true course of the combatant.

A young person who finishes his studies with his diploma with L? university with evil to find an employment for which it is formed. He yes! It will be said to me that C? is the market of L? employment which is saturated. He well this N? is not that qu? it S? acts. The true reasons are elsewhere. Firstly, the majority of the courses given in our universities are null and void and do not stick any more with L? topicality. Many professors give the same courses since years without reactualizing them. Secondo, these courses are pure and hard theory. Not only C? is theory, these courses are very partial because the professors are for most of the time on mission with L? outside and spend little time with the students. In spite of this handicap in the formation, from the students obtain their diploma after a fashion.
Does this reached stage, hardest start for these young people who are touched by L? employment.

Market of L? employment
L? does insertion of the young people become increasingly difficult on the market of L? employment. After their studies they have great difficulties in find an employment stable. And especially those of the public universities. Because majority of the students who leave public universities N? often do not have a professional experience. This professional experience that all the companies do claim with the young researchers D? employment.
In our universities unfortunately, it N? mainly exist any policy of vocational training in faculties. During the formations with L? should university, the authorities negotiate training courses for the students within the companies in order to allow these last D? to have a professional experience.
Whatever the received formation with L? does university and having evil to obtain an employment, the young people fail in L? teaching. Without qualification they are with the source of multiple skids in the education system. L? improvements in education with L? university is a need.
With system LMD, our universities must re-examine the formation given to the students. L? did student leave D? one of the public universities must be a finished product, ready to be useful everywhere where need will be. Thus it S? a policy D imposes? insertion of the students on the market of L? employment.
